[ubl-lcsc] OrderResponse Document

Bill Meadows and I have worked out a "short form" Order Response
document.  It is on the tab "OrderResponse" in this set of
spreadsheets.  The actual elements we are suggesting are at the very
bottom of the worksheet under the red bar (Rows 64 - ?)

We would like to discuss this in tomorrow's call.
