[ubl-lcsc] XML Spy requirements for XML ediiting tool

Altova has very generously donated 10 floating licenses for XML
Spy to the UBL effort for use by UBL chairs and editors.

Given the distributed nature of our work, it may be useful for others in 
the team to use these licenses.  XML Spy is particulary useful when we 
come to review the generated schemas.  So far, from our group we have 
had three requests.  Please advise me directly if you would like to be 
added to the list.
