[ubl-lcsc] Methodology Position Paper

Attached is the first draft of the long awaited position paper on the 
UBL methodology.  my apologies for the delay, but i have been fighting 
to keep this under 20 pages - and i just made it!

This is only the basis for further discussion, not an agreed document. 
 So, as usual,  please post comments via the discussion list or at the 
teleconference meetings.

PS for those who request i can provide a PDF version, which is strangely 
nearly twice as large as the Word original
