[ubl-lcsc] The containeship position paper

Please find attached the first draft of the 'unified theory on 
containership' position paper.  This attempts to represent the 
discussions of the past few weeks.

This is scheduled for discussion and hopefully conclusion at the 
face2face meeting, so please bring your comments along or submit them to 
the list prior to that meeting.
