[ubl-lcsc] working documents

I have added the newest version of the Scope 
Statement, note that this is now in the OASIS document template and the name 
reflects it is a draft.  I used Mike's name in title, he is the main editor 
for this document.  Mike you will have some fixes in this document I am 
sure, so let me know what to do.

 

I have also added a new class diagram, done by 
Mike, that updates the one done by Tim.  Mike used Rational Rose and, I 
think, has tried to include the attributes that are needed to understand the 
relationships (I haven't looked at it yet).
