[ubl-lcsc] Status: Frozen Release

On the LCSC call this morning we finished up the 
final edits to the release package.  It is now, frozen and ready to 
go.  Anyone within these groups that would like to take a look, here it

I want to thank everybody who participated in 
preparing the final release, especially those few who stayed up late last night 
helping me proofread and put in the final edits.  It was a lot of work and 
could not have been done by one person.  Thank you.
