[ubl-lcsc] Public Review HTML Document from the QA Team

A good representation of the LCSC QA team met this morning and worked
through the day to provide this version of the Public Review Document.
A major caviat is that we decided that the "Release Notice" should be a
separate document and although we have included a placeholder file, it is
in no way complete or approved by the QA Team.
