[ubl-lcsc] validation of UBL Schemas for release 0p70 - CYCLE 3

My apologies for doing this, but we have now another update for the 
Validation team.  This is CYCLE 3.

This fixes the duplicate ID problem in the CoreComponentType.xsd  (only 
an 8k file, but I feel better resending the whole set again).

Gunther, can you note the changes in this updated version, given your 
ongoing discussions about this schema.
