[ubl-lcsc] [QA Team] Key Summary and Proposal on Inconsistencies Found

After the telecon meeting on 14th Mar, Lisa, Anne and I
spent sometime to try to push forward on the input comments.
Those happened to be what I had submitted earlier.  In the 
course of discussion and at the suggestion of Anne, here's
more comment on my earlier comments.  These take a step
back and deal more with the overall picture than microscope
examination of the individual mismatches.
