[QA Team] updated comment spreadsheet (.xls)

Hi,

Attached is the comment spreadsheet updated with Wednesday's joint call review
changes to the following comments:
    3.1, 3.2, 3.3, 3.4
    3.6, 3.7, 3.8
    17.1
    24.1, 24.2, 24.3
    b.1, b.2
    e.1, 3.4
    h.7
It might be a good idea for the people who were on Wednesday's call to look over
those changes in case I misconstrued, or just plain missed, anything.
