Ken,

Just a note on the <?xml encoding> attribute.

I noticed in your archive that other than those UBL schemas,
both the code list schemas and sample xml files have xml
encoding as "iso-8859-1".  

The UBL schemas have encoding "UTF-8".  I thought I also
saw some earlier notes about UTF-8 being the standard
encoding in OASIS (correct me if I'm mistaken).
