[Packaging] Fix to URL

New URL to the alpha release:

To see and work with the files on Peter Yim's server, the follwing URLs will
help you:

http://ubl.cim3.org/~lcsc/lcsc-distribution-v1-0_alpha

This brings you to the top level of the directories, you can then work your
way down through the files.
