NDR Checklist with Comments

Mark and LCSC,
I have attached to this email the cleaned up version of the NDR Checklist of
Rules.  We went through this list today on the NDRSC call, our comments are
in the right hand column, next to the old Rule numbers.

This is now the official version to work from.  Stephen Green had a couple
of places he wanted to go over with Chee-Kai and the codelist group.  If you
have any questions or comments, please email the UBL-NDR list (or if you
can't, email me, I will forward to the list).  Thank you.
