NDR Release bits

I have finished putting together a table of the NDR rules that reflect a
snapshot of the rules as they were coming out of the Montreal meeting.  The
format is that the older rule is first and then I put the reworded or
changed rule underneath it with a bullet.  This gives the implementors a
heads-up that this rule may be changing.

I would like to ask both groups to take a look through this document and
give me some feedback.  So far I am the only one who has proofread it, so if
you find typos or errors, please let me know.

I have also included a document called NDR Release Notes02.doc, which is the
text that will be in the release Main document, and link to the table.
