Re: errors in RepresentationTerms schema, and suggested change in schemaLocation

Dave's message refers to a set of schemas that haven't been posted
yet (and probably shouldn't be).  Let's please confine this debug
cycle to the schema generation team until we have something that
at least validates so that people don't get confused and pick up
the wrong version.
