[ubl-lsc] Additions to UBL Liaison SC list

I've just added John Hervey of NACS as a new member of the LSC
(welcome, John!) and invited Bob Matsey of Duke Energy to attend
the next few meetings as an observer from the UIG (utilities
industry).
