[ubl-lsc] First part of LC review available

LSC members,

The first part of the UBL Library review package is now available:

As we discussed in the LSC meeting 8/16, the second part of the
package (containing the schemas) is due out Wednesday 8/21, and
announcement to the ubl-comment list is scheduled for Friday 8/23.
