[ubl-ndrsc] Results of local elements

Hi all,

One of the action items for UBL was to review support of local elements in
tools. I volunteered to test Xerces (I tested version 1.4.3 specifically),
and it passed. The following sample tests it, note it tests same local name
used multiple places with different types:

 <<a.xml>>  <<a.xsd>>
