[ubl-ndrsc] Gunther's Global Types input

I re-discovered this paper of Gunther's last night while going through my 
papers:

(I had trouble opening it because of some hyphenation package problem, 
though.  Can people open it in general?  I have a printed copy from somewhere.)

It seems to be about global types, and I thought we should review it to see 
if our recommended approach hangs together with it.
