[ubl-ndrsc] Second draft of code list position paper

I hope this is early enough to let people read it before tomorrow's 
meeting...  Please note the "editorial notes" in red text throughout, and 
the dependencies on the context methodology.  Also please note that the 
filename changed a bit more than usual between versions this time, because 
of the change in authorship.
