[ubl-ndrsc] Proposal for elements vs. attributes

Hello all,

I attached my finished proposal of elements vs. attributes. I have to
include the Empty Element, because that chapter is not finished yet. 
But I hope this proposal is enough for our discussion about elements vs.
attributes.
