[ubl-ndrsc] Draft structure for new NDR

Dear all 
please find attached the draft structure for the new NDR document version.

I propose to use the Tag Structure Doc incorporating Gunther's 
recommendations for Elements vs Attributes as the first section, then 
feed in Bill's Modnamver for the next sections and Context Methodology 
for the suceeding sections etc.
