[ubl-ndrsc] Plan for the next couple of weeks

At next week's telecon we will have an hour of NDR time, plus an hour 
(the first hour) of CM time.  I spoke to Mavis, and we agreed that we 
should spend the NDR hour on:

- Tag structure paper "holes"
- Settling exactly what we want to advise as NDRs for the RTs/CCTs

She will also work on an analysis of how the old NDR document structure 
slots into the tag structure paper-plus-other stuff.

The week after, we can spend our two hours on code lists.
