[ubl-ndrsc] Random collection of code list info

I haven't even gotten close to finishing this yet, but I thought I would 
send it out as a sort of template that we can go through together on the 
call...  I put "random" in the filename because I'm hoping this will 
turn into the new code list position paper, but I'm not confident yet 
that that's what should happen to it.
