[ubl-ndrsc] Specialization Architecture position paper version 1

I've taken the first 
step towards formalizing the discussion around the specializaton 
architecture.  

 

As it stands 
(version 1)

  
the problem is 
  presented in terms of design decisions, requirements and definitions from 
  NDRSC and CMSC.

  
use-cases that were 
  developed for the Paella proposal are presented as requirements -- 
  generalizing them so that they may be applied to all candidate 
  architectures

  
a unified set 
  of evaluation criteria for candidate architectures is 
  presented

  
Paella proposal 
  artifacts are included (in a subdirectory)

What remains to be 
done:

  
evaluate the Paella 
  proposal against the evaluation criteria

  
include other 
  proposals -- this is where you come in.  This means 
  describing them and evaluating them in the position paper and adding their 
  artifacts in their own subdirectory.

  
make a 
  recommendation
