[ubl-ndrsc] updated NDR document

Dear all

please find attached the latest draft of the NDR 
document. I have updated it as follows:

- created a general heading "General Overview 
of       Types" to contain general remarks on XSD and 
    UBL types (as per the minutes of April 10th)

- Added rules for Global Attributes, mixed 
content and empty elements (as per minutes of April 17th).

 

I will harmonise the language and grammar when we 
have filled in all the missing bits.
