[ubl-ndrsc] C1's old modnamver paper

Please take a fresh look at Commerce One's old paper on the subject of 
namespace naming and versioning.  This has been in our input repository 
for a while, but I had forgotten about it.  Hopefully this will re-kick 
off our discussion about URNs etc.
