[ubl-ndrsc] A code list white paper: opinions?

Hi folks-- I put together the attached white paper on the UBL Code List 
Rules because I was getting questions from nontechnical people.  What do 
you think?  Does it go into enough detail to be useful for "selling" the 
whole concept?
