Per my action item to "[w]rite up [my] concern about the use case of 
using UBL components without change, while having software that's not 
type-aware": Here is a position paper on the subject.  I wrote this 
rather quickly, but I'm hoping it may be suitable for external 
publication as part of the distribution with only minor changes.  Your 
comments are welcome.
