[ubl-ndrsc] NDR document v17 10-19

Here's my final edits to the NDR document.
Changes since Thursday's posting: What was section 4 Rules for Mapping BIE's... is now section 3.1 I've updated section 5 Modularity, Namespaces, and Versioning to fully reflect all decisions from the modnamver position paper: section 5.1 Schema Module Concepts largely unchanged since Thursday section 5.2 Rules for Creating Namespaces is new since Thursday and describes the four namespaces explicitly -- this was section 7.3 of the modnamver position paper section 5.3 Rules for Namespace Identification now contains an extra sentence (on line 849): Where the form of {document-id} is TBD but it should match the schema module name (see section).
Minor additions to section 5.4 Rules for Schema Module Schema Location (formerly Rules for Module Schema Location )

In summary, the CC mapping and modnamver sections are substantially updated now.
What's still missing is: We need the detailed description in section 3.1, of how BBIE's are turned (by hand) into XSD constructs in the Common Leaf Types schema.
Section 5 needs to capture the versioning advice.
'course we don't have versioning advice, but when we do, that's where it needs to go.
I won't send anymore updates until Mavis has had a chance to fold this stuff (from today and Thursday) in to her work.
