Here is my draft position paper on my research into 
Nillability.   In agreement on today's call, Paul, Arofan and I are 
recommending not using this.  So, instead of this being a separate paper, 
it can end up being a simple rule added to the NDR document, once agreed upon by 
the group.  I invite discussion.
