[ubl-ndrsc] Separated Rules

Attached is a word document with all of the current 
Rules from the NDR document, separated out.  One thing I am using this for 
is to see if these rules stand on their own, do they make sense and that they 
don't contradict each other.  We will use this document during today's 
call.
