[ubl-ndrsc] Code List Schema

Greetings,

We need to finalize the code list approach in the NDR document as well as move forward with making the code list schema a UBL standard.  The current code list module on the portal is an example using ISO 3166.  We need someone to volunteer to create the actual standard schema w/o examples that is fully conformant to our design rules and to add appropriate narrative in a spec like document that would explain what the purpose is, and what standards organizations would need to do.  Any volunteers?
