[ubl-ndrsc] Code List Rules Working Draft 03

Attached, is a working draft of the Code List Rules document that goes along with the CodeListModule.xsd.
I sent earlier 2 versions of Country codes, the UBL-CountryCode.xsd is using these rules.
This will be discussed on tomorrow's conference call.
