is the annotated schema additional to the normative schema (no annotations) or are you suggested just one?
if it is one, can we still call it normative?
also, (nit pick) if this is to an NDR rule it may be better to say the explicit title rather than the section number in CCTS and also (presumably) we would want to say... required by Core Component Registry/Repository Storage as defined in the current CCTS .
