[ubl-ndrsc] Modnamver 7 -- Versioning Clarification

I processed Lisa's excellent minutes (Versioning06Feb03.doc) into modnamver (attached).
The results are captured in what is now section 13: Recommendations:Versioning lines 308-428.
Let me know what you think.
In keeping with tradition I did _not_ break out rules Rxy in the position paper (though Lisa's notes did have some Rxy broken out).
I expect when we stick this stuff into the NDR doc proper we might want to do that.
