It's worth noting that digital signatures tend not to be used by the finance
community.  That is because financial organisations are generally connected via
private networks, and so do not have the same security issues that you have if
you use the public Internet as your transmission medium.  So, while I think it
would be good to allow for digital signatures, it would be inappropriate to
require them, since there are communities that will have no need for them.
