NDR Rules document

On today's NDR call the group started to go through the ubl rules document,
Mark Crawford sent out Tuesday.  The attached document is our first cut,
please take a look.

The first table are the rules, with number, rule, and comment.  I have added
Chee-Kai's and my comments from other emails.

The second table is Mavis's document that has all of the decisions we made
over time, and I started to go through and add the rule number next to the
text, so that we can cross check and make sure we are getting everything.

Send me comments to add to the original, just say which Rule Number, and the
comment.  I will add to the table.  We will be using this to go through the
rules on future calls.  Thanks.
