Same comment as rule 107, what does it matter what prefix I use?
Related to this. We have agreed to require the use of the XML Declaration,
should we also require that xsi:SchemaLocation (and maybe other attributes)
are required in UBL documents? Other wise I can send you a data stream with
no indication of what schema and namespace should apply.
