Dan,
I am sending you the last version of the rules document I had before Mark
took over as Editor (it is definitely a DRAFT).  If you look at section 6.2,
it may help you understand the BIE, CCT, and such.  This very complex stuff
and we need to really dig down and understand it.  So, I am also going to
add the ubl-ndr list to this email do they also have this document.

Guys, this is a old draft WIP - but use it to research each rule we are
looking at during the email voting.
