Here are some rules from the current checklist that we need to decide 
about...

> ATD1 - Each xsd:schemaLocation attribute declaration URL MUST contain 
> an absolute path.

We use relative locations for the release package.

> ATN1 - Each CCT:SupplementaryComponent xsd:attribute "name" MUST be 
> the ccts:SupplementaryComponent dictionary entry name property term 
> and representation term, with the separators removed.

We need to add that, where this does not provide semantic clarity, the 
object class must be used as well.

> GXS2 - UBL MUST provide two normative schemas for each transaction.  
> One schema shall be fully annotated. One schema shall be a run-time 
> schema devoid of documentation.

We don't do this.

> [SSM16]
> A schema module defining all ccts:UnspecialisedDatatypes with the 
> exception of ccts:CodeTypeUnspecialisedDatatype MUST be created 

We don't need the "with the exception ..."  part.

>
> [SSM17]
> A schema module defining the ccts:CodeTypeUnspecialisedDatatype MUST 
> be created.

We don't do this.

> [SSM18]
> The ccts:UnspecialisedDatatype schema module MUST be named 
> "ccts:UnspecialisedDatatype Schema Module"
> [SSM19]
> The ccts:CodeTypeUnspecialisedDatatype schema module MUST be named 
> "ccts:CodeTypeUnspecialisedDatatype Schema Module"

These have been superseded by the Code List implementation - each code 
list has its own schema.

General Comments:

* Without a NDR document we need to also define some terminology.  e.g. 
what is a BBIEProperty?  what do the prefixes signify? (e.g. ccts:, CCT: 
and ccts:CCT )

* We also need to include appendix B as we reference it in GNR4 and GNR6

* We need some new rules for the Core Component Parameters schemas, e.g.
 - [NMSXX] The Core Component Parameter schema module MUST reside in its 
own namespace.
-  [NMSXX] The Core Component Parameter schema module namespace MUST be 
represented by the token "ccts".
-  [SSMXX] A schema module defining the annotation documentation MUST be 
created.
-  [SSMXX] The schema module defining the annotation documentation MUST 
be named "CoreComponentParameters"
