I think there are a couple 'find-and-replace' errors. Should be:

OR (to wordsmith)

[ELD4]	When a ccts:ASBIE does not require a qualifier, it MUST be bound via reference to the global ccts:ABIE element to which it is associated. When an ccts:ASBIE does require a qualifier, a new element MUST be declared and bound to the xsd:complexType of its associated ccts:AggregateBusinessInformationEntity.
