October UBL-209:  to solve between 1rst and 2nd public review-  Need to access information in 'default ' language when the translation does not exist: this cannot be solved by UBL for prose documents. Possibly a new ABIE to be created : Additional language consisting of Language code and Official Indicator. This to cater for providing the information of the official languages in which this notice is published and also the unofficial languages in which this notice is published, this indendeptly on the way that the notice will be published by more document instances or not. If more document instances are created, ID would be identical UUID unique per document instance.  UBL-210: discussion on the Lot that could be a Part in a previous stage. The discussion is still open. The semantic of a Part is not really a lot. KRs, CÃcile
