UBL 2.x issues from NES and UBL/TBG1 meetings

Hello PSC,

Two items for your consideration.

   1. From recent UBL TC minutes:

	 ACTION: PSC and TSC to begin review of the issues left
	 over from 2.0 development.

      This is now on the TSC agenda; is it on the PSC agenda?

   2. We're in the process of forming a new issues list for the
      next UBL 2 point release.  Are there any new items from the
      recent NES workshop and UBL/TBG1 meeting?
