[ubl] UBL list now active for TC members

The mail list  is now available for
postings from members of the newly formed OASIS UBL Technical
Committee, which met for the first time in Menlo Park yesterday,
29 October 2001.

This list is for formal business of the UBL TC itself.  It can be
posted to only by members of the TC, though it is visible to the
world at large through its archive, which can be reached at
