[ubl] Nomination to the NDR SC: Mavis Cournane

Mavis Cournane of CSW Informatics has requested membership in the
Naming and Design Rules Subcommittee.

Under the UBL TC rules for subcommittees, appointments to this SC
must be approved by the TC.

If anyone objects to approving this nomination, please file such
