In addition to the June 9 Code List Rules document circulated yesterday by 
Mavis, I think it is important that we all consider the namespace-based 
approach to the supplemental components contributed by Gunther in September.

The utility of identifying nuances of changes in code list definitions 
through uniquely-valued namespace URI strings is, I think, very 
compelling.  I was swayed during discussions in San Francisco that such an 
approach can form the basis of a contractual arrangement between trading 
partners as to *precisely* define the validation sandbox in which they play.

This approach put forward by Gunther is quite different than that found in 
the June paper, so I wanted to equip candidate subcommittee members in 
advance of our inaugural call later today.
