COML submission

Hello UBL TC,

A submission of two new document types to be considered for
incorporation in UBL 1.1 has been received from Kamarudin Tambi of
CrimsonLogic.  See

This proposal would add Certificate of Origin and Certificate of
Origin Response to the UBL document set.  The submission as it
currently stands is based on the UBL 1.0 Beta library and will
therefore have to be updated for UBL 1.0, but it should serve well
as an example of the document types we will be considering for
inclusion as UBL moves forward.  Mr. Tambi will unfortunately not
be able to join us in Hong Kong due to a scheduling conflict, but
I am hoping that he will be able to give us a presentation by
phone later in the week.
