EDIFIX Proposal

GEFEG's proposal is 
attached for discussion on Wednesday during the Atlantic call.  It should 
be noted that the SSC does not agree with this proposal in it's 
entirety.  The SSC does agree with using EF for schema generation and 
aligning EF with spreadsheets. With the exception of the spreadsheet alignment, 
this is basically how EF was used for v1.0.
