2.0 Spreadsheets split into the Common, Procurement and TransportationLibraries

As notified earlier, here are the three library spreadsheets that formed 
the 'combined' spreadsheet used to create the schemas.

These should be used in the distribution package and should now be the 
official spreadsheets.
